Recently, the Executive Management Committee (Gecex) of the Foreign Trade Chamber (Camex) announced a series of significant measures to regulate the import of steel products into Brazil. These measures aim to protect the national steel industry from international competition considered unfair, especially in relation to the increase in imports of Chinese steel. In this article, we will detail the new rules, their reasons and the potential impacts on the market.<\/p>\n\n\n\n

New Import Rules: Quotas and Taxes<\/h2>\n\n\n\n

Camex's Gecex has implemented import quotas for 11 steel products. If the maximum permitted volume of these quotas is exceeded, an import tax of 25% will be applied. This measure is a direct response to the significant increase in steel imports, which grew by 30% in 2023, according to the Ministry of Development, Industry, Trade and Services (MDIC). This increase was mainly driven by the massive entry of Chinese products into Brazil, which arrived at lower prices than national products.<\/p>\n\n\n\n

  1. Flat rolled products of iron or non-alloy steel, of a width equal to or greater than 600 mm, coated with aluminium-zinc alloys.<\/strong><\/li>\n\n\n\n
  2. Flat rolled products of iron or non-alloy steel, of a width equal to or greater than 600 mm, clad or plated, or coated, galvanized by another process, of a thickness of less than 4.75 mm.<\/strong><\/li>\n\n\n\n
  3. Flat-rolled products of iron or non-alloy steel, of a width of 600 mm or more, not clad, plated or coated, in coils not further worked than cold-rolled, of a thickness of more than 1 mm but less than 3 mm.<\/strong><\/li>\n\n\n\n
  4. Flat-rolled products of iron or non-alloy steel, of a width of 600 mm or more, not clad, plated or coated, in coils not further worked than cold-rolled, of a thickness of 0.5 mm or more but not more than 1 mm.<\/strong><\/li>\n\n\n\n
  5. Flat-rolled products of iron or non-alloy steel, of a width of 600 mm or more, hot-rolled, not clad, plated or coated, in coils, not further worked than hot-rolled, of a thickness of 4.75 mm or more but not more than 10 mm.<\/strong><\/li>\n\n\n\n
  6. Other flat-rolled products of iron or non-alloy steel, of a width of 600 mm or more, not clad, plated or coated, in coils, not further worked than hot-rolled, of a thickness of 3 mm or more but less than 4.75 mm.<\/strong><\/li>\n\n\n\n
  7. Flat-rolled products of iron or non-alloy steel, of a width of 600 mm or more, not clad, plated or coated, in coils, not further worked than hot-rolled, of a thickness of less than 3 mm, with a minimum yield strength of 275 Mpa.<\/strong><\/li>\n\n\n\n
  8. Other flat-rolled products of iron or non-alloy steel, of a width of 600 mm or more, not clad, plated or coated, in coils, not further worked than hot-rolled, of a thickness of less than 3 mm.<\/strong><\/li>\n\n\n\n
  9. Other wire rods of iron or non-alloy steel, of circular cross-section, of a diameter of less than 14 mm.<\/strong><\/li>\n\n\n\n
  10. Pipes of the type used in oil or gas pipelines, welded longitudinally by immersed arc, of circular cross-section, with an outside diameter exceeding 406.4 mm, of iron or steel.<\/strong><\/li>\n\n\n\n
  11. Other pipes of a kind used in oil or gas pipelines, longitudinally welded, of circular cross-section, of an outside diameter exceeding 406.4 mm, of iron or steel.<\/strong><\/li>\n<\/ol>\n\n\n\n

    Products That May Be Affected in the Future<\/h2>\n\n\n\n

    In addition to these 11 products, the MDIC is evaluating the inclusion of four other steel-based items in the import quotas. These products were not initially included in the list due to the need for a more detailed analysis, considering whether the increase in imports was due to price variations or a real increase in the quantity imported. The products under analysis are:<\/p>\n\n\n\n

    1. Other alloy steel pipes, uncoated, seamless, for well casing.<\/strong><\/li>\n\n\n\n
    2. Other pipes of a kind used in oil or gas pipelines.<\/strong><\/li>\n\n\n\n
    3. Other well casing, production or supply pipes, of a kind used in oil or gas extraction, of iron or steel.<\/strong><\/li>\n\n\n\n
    4. Other welded pipes of other sections.<\/strong><\/li>\n<\/ol>\n\n\n\n

      Impacts and Perspectives<\/h2>\n\n\n\n

      The Brazilian government claims that import quotas and additional taxes should not have a significant impact on prices for end consumers or on the production chain as a whole. The justification is that continuous monitoring of the market over the next 12 months will allow adjustments to the measures, ensuring their effectiveness and minimizing negative effects.<\/p>\n\n\n\n

      These measures are seen as a way to protect the national steel industry and, consequently, jobs in the sector. However, in the long term, the effectiveness of these actions and their impact on the competitiveness of the Brazilian economy are still topics of debate.
