It is an online system updated in real time by the maximum customs agency

What is Radar?


According to the Federal Revenue's own website, the Registration and Tracking Environment of
Customs Intervenient Performance (RADAR) is a system that aims to
make available, in real time, information of a customs, accounting and tax nature that
allow the inspection to identify the behavior and infer the risk profile of the
various agents related to foreign trade, becoming a tool
fundamental in the fight against fraud.


Radar is known as the first step of any importer or exporter because
this is the most basic prerequisite of the Brazilian comex.
When planning a comex operation, a company should look for an office
specialized, the qualification in your company's Radar.
This term enabling can even serve as an analogy to understand its importance.

What is Siscomex?

To better understand the functionality and importance of enabling Radar, it is
necessary to understand that foreign trade operations are all carried out in
single digital channel called Siscomex.


The Siscomex Portal is a system that manages customs operations in Brazil. Your
function is to integrate all foreign trade activities carried out, allowing the
dispatcher has control over the operations and can monitor them.
Created by the government, this system has been in operation since 1997 in Brazil – it was even a
pioneering initiative in international trade. The portal is managed by Revenue
Federal, Central Bank of Brazil and Foreign Trade Secretariat.


What are the modalities?


There are currently four active modes of Enablement on Radar, they are:

Physical person:

In the case of qualification of the interested party, including when qualified as
rural producer, artisan, artist or similar.

Express:

Limitation of imports up to U$50,000.00 per semester or unlimited to carry out
exports.


• Legal entity in the form of a publicly traded corporation, with
shares traded on the stock exchange or on the over-the-counter market, as well as
its wholly-owned subsidiaries.
• Legal entity authorized to use the Express Customs Clearance (Line
Blue).
• Public company or mixed capital company.
• Direct public administration bodies, autarchy and public foundation, body
autonomous public, international organization and other institutions
extraterritorial.
• Legal entity entitled to enjoy the tax benefits provided for in Law no.
12,350, of December 20, 2010.
• Legal entity that intends to act exclusively in operations of
export.

Limited:

Whose estimated financial capacity for import operations is equal to or
less than US$ 150,000.00 (CIF) in each consecutive period of 6 (six) months.

Unlimited:


Whose estimated financial capacity for import operations is greater than
US$ 150,000.00 (CIF) in each consecutive period of 6 (six) months. In this
submodality, the company will have no limits for export operations.

Radar Operation


An importing company may have any of the modalities of qualification in the
Radar activates in your CNPJ.


In the case of modalities with semiannual limits, Radar works as a
balance where the values imported by that company are controlled. at each new
import performed, a part of the Radar's semiannual limit is subtracted.


If the limits of each modality are not respected, the imported goods
can be seized by the Federal Revenue, generating high costs with storage and
fines until designing a new limit, which can take a long time.
We use the example here of an importing company because in the case of
export, there is no limitation on exported value.

The logic behind this is simple, the federal government expects Brazilian companies to
export much more and closely control the flow of international purchases to
avoid deficit indices in the Brazilian trade balance.
